Hon. Colonial Secretary,
There are two reasons which I might urge viz.:
The strong probability that the stampa never existed, and that consequently there was no loss to Govemment. I cm clewly re- -collect the circumstances of counting out 20 sheets by taking the first and last serial Nos, and, on subsequently counting ons by one, of finding five short which I supplemented by taking five more from my safo.
2.
The fact that the stamps are of no use to any- -one wiess by a wholesale conspiracy in the office am there is every reason to believe from insidanta that have happened from time to time that no ground exists for a belief that any such conspiracy would be made.
If His Excellency might still be in doubt as
to his decision I hope it may not be considered irrelevant to point out that I have dealt with stamps, both in the General Post Office and in this Department also as Stamp Custodian for about 20 years and that Government has not lost anything through my action throughout that long period.
